Challenge
- Lewis Central had a failed bond issue and the district was seeking another bond issue because they needed additional funds to address many building needs.
- The district had concerns about following the correct procurement rules within the state of Iowa.
- The district preferred to keep the electrical install piece of the project local to Council Bluffs.
Solution
- Voss was able to assist the district in proving to the voters that they were being good financial stewards by explaining that all the lighting upgrades could be funded from within the current operating budget; therefore, this was one reason the district could lower the amount of bond money for which they were asking.
- Voss helped Lewis Central and their district attorney understand that Omnia Partners would legally meet the Iowa state requirement for competitive bidding and that Voss products and services had been publically awarded a contract based on our response to national RFP.
- The Voss projects team solicited electrical bids from the district’s preferred local electricians in Council Bluffs by going through the Voss established process of acquiring an electrical contractor. In the end, Lewis Central chose 2 different EC’s in order to spread the business among local EC’s from their community.
